Hiring a bank locker? Here's a checklist of what you should know You will have to open a savings/current account with a bank if you do not have one already, pay rent in advance for the financial year and make a fixed deposit that covers rental charges for three years.

The good old bank locker is where many of us prefer to keep important documents such as sale deeds, loan papers, certificates, insurance policies and expensive items such as jewellery. These lockers are usually allotted to consumers on a first-come, first-serve basis by the bank. Availability of lockers is also an important aspect. It can be hired by individuals, alone or jointly, by firms, trusts and Hindu Undivided Family (HUFs). Read on to know the process of getting a locker allocated by a bank.
Getting a locker
On paper, you can open a locker with any bank’s branch. But banks usually give preference to their own customers, and also to those that belong to a particular branch. That’s also why many times you are put on a waiting list (around six months to a year) before getting a locker allotted if you wish to open a locker in a different bank from the one where you have a saving account. You must try to avail a locker facility with a bank branch you hold an account in and is close to where you reside.
You need to fill the application form and submit to the bank. Then, you have to sign an agreement with the bank, known as ‘Memorandum of Letting’ and abide by the terms and conditions. In case a joint application is made, all members are required to be present while signing the agreement at the bank branch in front of the bank officer. You should retain a copy of this agreement.
Subsequently, all the applicants for the bank locker need to submit their know-your-customer (KYC) documents along with photographs.
You will have to open a savings/current account with a bank if you do not have one already, pay rent in advance for the financial year and make a fixed deposit that covers rental charges for three years.
RBI regulations
Earlier, some banks insisted that customers make fixed deposits of Rs 5 lakh and above to get a locker allocated. Or, they would ask customers to take insurance policies. Now, as per an RBI master circular on customer service in banks, linking locker facilities with making a fixed deposit or taking insurance products is prohibited.
After banks requested the RBI, they are now allowed to obtain a fixed deposit at the time of locker allotment, which would cover rent for three years and the charges for breaking the locker in case of an unfortunate event.
Further, on having a waiting list for lockers, the RBI has asked bank branches to maintain proper record for the purpose. You need to operate the locker at least once in a year. The bank can seal your locker if it’s not operated. If the bank’s appeal is ignored, it has the right to cancel the allotment of the locker even if the rent is paid regularly.
In case you have any grievances on such bundled investment schemes being insisted upon while asking for the allotment of a locker, approach customer redressal service person of the bank. If there is no response from the bank within 30 days, you can escalate the complaint to the banking ombudsman.
Having a nominee and joint holding
Banks allow you to have a nominee. You are also allowed to operate a locker as joint holders and or in the ‘either or survivor’ mode. It is beneficial to avail these benefits, which enable a bank to release the contents of the locker to the nominee or the joint holder hiring in the event of unfortunate death. If a locker is held jointly, and one of the holders dies, the contents can be released only jointly by the nominee(s) or the survivors as per banking clauses.
The cost
Rental charges vary based on location (metro, urban, semi-urban and rural) and sizes. Lockers come is different sizes – small, medium, large and extra-large. Locker rent is charged annually and is payable in advance. Some of the banks take a rent for two to three years in advance. The rental charges at public sector banks are lower compared those at private sector and foreign banks.
For instance, the rental charges of public sector banks such as State Bank of India and Union bank of India are between Rs 1,000 and 8,000  including GST, whereas private sector banks such as Axis Bank and Karur Vysya Bank levy Rs 1,500 to Rs 22,000 including GST. Citibank charges rent between Rs 2,500 to 48,000 including GST. ICICI Bank has ‘wealth’ branches catering to High-net-worth individual (HNIs) and high-level customers. A locker here is more expensive than at other ICICI Bank branches.
During the year, up to 12 visits are free, after which banks charge Rs 200 plus GST every time. This additional charges are debited from the customer’s bank account. This clause may vary from bank to bank.
What if you lose the key?
If you lose the locker keys, the first thing you should do is inform the bank’s branch manager in writing. The bank will then initiate a request to make a duplicate locker key. The duplicate locker key will be prepared by a locksmith. This will be done in your presence at the bank. Banks levy Rs 1,000 if you lose the key, in addition to the actual breaking open charges, which could be as high as Rs 5,000.

GURUGRAM: India's first fully privately financed Rapid Metro system, built by IL&FS Infrastructure, here is facing closure due to the financial crisis. According to the company spokesperson, the company is suffering losses for some time and is unable to operate any further.

"We have written to the Haryana government that the company could not run the service from September 9. We have urged it for takeover and are waiting for the reply," the spokesperson said.



The takeover by the Haryana government is unlikely to be an easy affair. V. Uma Shankar, CEO of Gurugram Metropolitan Development Authority (GMDA), said the matter was pending in the National Company Law Tribunal (NCLT). "Until the NCLT gives any decision, there is no scope for the GMDA to take over the Metro," Shankar said.

The rapid metro was constructed by IL&FS Infrastructure in two phases. In the first phase, the company built 5.1 km elevated track, connecting National Highway No 8 at Shankar Chowk to Sikandarpur DMRC station, covering 6 stations.

Built in three years at a cost of Rs 1,450 crore, the service was opened for public in November 2013.

The company expected office-goers from Delhi to the cyber city to inter-change at Sikandarpur & use the rapid metro. But it didn't succeed as majority of offices were providing cabs to their employees.Ranjiv Deshpande, an account officer at a multi-national company in the cyber city, said, "I take Delhi Metro to come from Hauj Khas and inter-change at Sikandarpur to go to the Gateway Tower rapid metro station (NH8). But the high fare of Rapid metro pinches me and it's not included in the DMRC smart card either. The rapid metro charges Rs 35 for just 2-3 km."

Despite all efforts, the ridership didn't increase as per the expectation.

According to the official, over 200,000 office-goers come to the cyber city every day. "We had expected 40-50 per cent of them to take the rapid metro. But the footfall didn't exceed 15,000 a day," he said.

The 6.6 km second phase km, from Sikandarpur to sector 56 all along golf course road, completed in December 2016 at the cost of Rs 2,143 crore, was opened to public in March 2017. It also increased the track length to 11.7 km.

The company thought it would boost the ridership. "But again, the footfall didn't cross 50,000 a day," the spokesperson said.

"Rapid metro connects some of the most high-end localities with majority of residents enjoying pretty handsome earnings. Most residents of DLF City and condominiums, like Aralia and Magnolias, own luxury vehicles with private drivers," said Dharambir Ghandhi, a resident of sector 55.

"There are rare chances of such residents using rapid metro," Gandhi said pointing to the reason behind the failure of the service to attract ridership.

India to manufacture spare parts for Russian military equipment

VLADIVOSTOK: India will manufacture spare parts for Russian military equipment, in a significant development in the relations between the two countries which are making efforts to convert the decades-old buyer-seller ties into one of collaboration.

A pact in this regard was signed here on Wednesday after talks between Prime Minister Narendra Modi and Russian President Vladimir Putin which focussed on adding new dimensions to the special relationship between the two countries.



The two sides also agreed to extend by 10 more years, beyond 2020, the bilateral military and technical cooperation agreement.

In a statement to the media along with Modi after their talks, President Putin said Russia has been a reliable partner to India in the field of defence for the last 50 years and much of its military equipment, including ships, have been acquired from Russia. He specifically mentioned the aircraft carrier Vikramaditya which India purchased from Russia about a about a decade back.


In this context, he also mentioned Modi's visit to the Zvezda ship-building facility here.

The Russian President also referred to the collaborative project under which AK-203 rifles are being manufactured in India and said "we are ready to strengthen and expand" the ties in this field.

Briefing media persons later, Foreign Secretary Vijay Gokhale said the pact for manufacturing spare parts of Russian military equipment was in keeping with PM Modi's endeavour to covert the India-Russia relationship from one of buyer-seller to a collaborative one.

The spare parts will be manufactured under an inter-governmental agreement, he added.

Another key outcome of the Modi-Putin talks was the decisions taken in the energy sector, including a Memorandum of Understanding between the Joint Stock Company Novatek and Petronet LNG Ltd on cooperation with respect to the joint development of downstream LNG business and LNG supplies.

A programme between the Indian Ministry of Petroleum and Natural Gas and Russian Ministry of Energy was also signed on expansion of cooperation in oil and gas sector, along with an MoU on the use of natural gas for transportation.

Describing signing of these pacts as "major breakthroughs", Gokhale said energy is going to be an "emerging pillar" in the India-Russia relationship, which has so far remained focussed mainly on defence and civil nuclear cooperation.

He said India, which is in the process of diversifying its sources of energy, finds Russia as an attractive source.

The two sides agreed on a five-year road map, which will encompass two-day investments, the Foreign Secretary said.

He said India was looking at investing in a new energy block in Russia's Eastern cluster.

President Putin has promised that energy supplies from his country to India will be safe and cost effective, Gokhale said.

To a question, the Foreign Secretary asserted that India's move to expand energy ties with Russia had nothing to do with the problems faced on sourcing oil and LNG from Iran.

He said Iran has been a reliable and major supplier of energy to India but New Delhi was looking for more sources because of its growing needs.Gokhale said that in a "turbulent" world, LNG (Liquefied Natural Gas) is a reliable source of energy and Russia has been India's long term reliable partner.

Indian Ambassador to Russia Venkatesh Varma said India already was sourcing LNG from Russia and the effort now is to expand it.

Another major significant decision was a Memorandum of Intent between the Indian Ministry of Shipping and Russia's Ministry of Transport on the development of maritime communications between the the Port of Chennai and the Port of Vladivostok.

The two countries also signed an MoU in the road sector.

BANGKOK: Small islands and coastal cities in Asia-Pacific need more funds to assist vulnerable communities and help them decide whether to relocate or stay and defend against rising sea levels and extreme weather, climate experts said on Thursday.

Indonesia last month said it would relocate its capital from the sinking city of Jakarta, while Fiji plans to move dozens of coastal villages inland, and the Marshall Islands is building sea walls to protect coastal communities.



"As much as possible, we must try to adapt and mitigate in situ because that's where people have their homes, land and livelihoods," said Harjeet Singh, global climate change lead at charity ActionAid.

"But more places are becoming uninhabitable because of land degradation, rising sea levels or other weather impacts, and there is no choice but to relocate," he said at the sidelines of a United Nations climate event in Bangkok.



More than 20 million people are uprooted every year by floods, storms, landslides and other extreme winter conditions, with the vast majority of such displacement occurring in the Asia-Pacific region, according to the International Federation of Red Cross and Red Crescent Societies.

Displacement can have devastating impacts on those who have to move, as well as on communities that receive them, said Victor Bernard, Asia-Pacific programme officer at human rights advocacy the Raoul Wallenberg Institute.





Chidambaram sent to Tihar jail till Sept 19

A Delhi court on Thursday sent former home and finance minister P Chidambaram to Tihar jail in the INX Media corruption case.
Special Judge Ajay Kumar Kuhar sent Chidambaram to 14-day judicial custody till September 19.
The court allowed him to carry his medicines to jail.
Considering that he has Z-security, the court directed Chidambaram be kept in separate cell in the jail.
Solicitor General Tushar Mehta assured that there will be adequate security for Chidambaram in jail.
With regard to Chidambaram's plea seeking to surrender in the money laundering case, the court issued notice to Enforcement Directorate.
Chidambaram, 73, was produced before a Delhi court on Thursday after the expiry of his two-day Central Bureau of Investigation custody in the case.
Chidambaram's 15-day CBI custody, ordered by the special court in five spells, which started after his arrest on August 21 night, ended on Thursday the probe agency said that he be sent to judicial custody.
Chidambaram's counsel opposed the CBI plea for judicial custody and said that the veteran Congress leader was ready to go into the ED custody for interrogation in the money laundering case arising out of the scam in which the apex court on Thursday refused to grant him pre-arrest bail.
Chidambaram was brought to the special court hours after he withdrew his petition challenging the non-bailable warrant (NBW) issued against him following which he was sent to the CBI custody.
The apex court on Thursday also decided on his appeal against the Delhi high court's August 20 order in the money laundering case lodged by ED and rejected his challenge to denial of anticipatory bail.
Hours after the apex court order, another special court granted Chidambaram and his son Karti anticipatory bail in the Aircel Maxis cases.
In the INX matter, Solicitor General Mehta was appearing for the CBI while senior advocate Kapil Sibal was representing Chidambaram.
During the proceedings, Mehta informed the judge about the outcome of the Supreme Court's order in the ED case and also about the withdrawal of his petitions in the CBI case.
The CBI told the court that Chidambaram can be sent to judicial custody as he was a powerful public person and should not be set free.
Sibal opposed the CBI saying there was no allegation that Chidambaram tried to influence or hamper probe.
He further said that Chidambaram was ready to go to the ED custody in money laundering case related to INX Media in which the apex court Thursday dismissed his plea challenging the High Court's August 20 order.
Sibal said Chidambaram will surrender and ED will take him into custody.
"Why should I (Chidambaram) be sent to jail (Tihar)?" he said and pressed that ED should take him to its custody.
"There is nothing found against me. There is no charge sheet. They say I am a powerful and influential. But they have no evidence. There is no evidence of tampering with evidence. Has a witness said anything like that?" Sibal argued.
The Solicitor General objected to Sibal's submission saying he is arguing for bail.
However, Sibal said, "The reasons given in the application for judicial custody are non-existent. What do you need me for in judicial custody?"
When the Solicitor General sought a clarification as to for what relief Sibal is arguing the latter said, "I (Chidambaram) am arguing for my release."

Mehta said the apex court has accepted his arguments in the money laundering case lodged the ED and there is a strong chance of tampering with evidence and witnesses and response is awaited on the Letters Rogatory sent to various countries.
The law officer alleged that Chidambaram was influencing the banks in foreign countries and he was non-cooperative in the investigation and the banks may not cooperate if he influences them.
"This is a case of serious economic offence affecting economy of the country," he said, adding that Chidambaram is influential and have pervasive control over things and may influence witnesses.
Mehta referred to a statement of a witness and said this witness can be easily influenced by Chidambaram. He refused to name the witness in open court.
The law officer said stage has not come to consider release of Chidambaram.
He further said that Chidambaram was arguably arguing for bail.
To this, Sibal said it was not an argument for bail but for release.
"There is no justification for judicial custody. There is not an iota of evidence placed before this court. It is all documentary. What will I tamper with," Sibal said.
Mehta said, "This is a case for judicial custody till the bail of Chidambaram was decided. Judicial custody is a natural progression."

The explosion also damaged buildings nearby, shattering windowpanes and even bringing down the roofs of a couple of them. The explosion was heard kilometres away, local residents said.The blast took place around 4 pm at the factory in a residential area, Inspector General (Border Range) SPS Parmar told PTI.
Batala's Senior Medical Officer Sanjiv Bhalla said 23 people died in the explosion. The explosion damaged vehicles parked nearby. Eyewitness Sukhraj Singh said one car landed in a drain because of the impact.
Another Batala resident Rajpal Khokkar was passing by after a visit to a nearby gurdwara when the explosion took place."When I heard the loud blast, I fell down. When I gained consciousness, I found myself in hospital,” he said.
Sahib Singh had just left the factory after buying crackers. The blast left him unconscious.
Another man, Sukhdev Singh, said two others who were with him to buy crackers died in the blast.It is also feared that some family members of the factory owner have also been killed in the blast.
President Ram Nath Kovind expressed grief. "Saddened to learn about the loss of lives due to an explosion at a firecracker factory in Batala, Punjab," he tweeted. Congress leader Rahul Gandhi too offered condolences.
Fire tenders and teams of the National Disaster Response Force (NDRF) and the State Disaster Response Force (SDRF) were deployed for the rescue operation.
Gurdaspur Deputy Commissioner Vipul Ujjwal said the immediate priority of the administration was to save those who may be trapped under the debris.
"We are trying to find out if anyone is missing," he said.According to local residents, a blast had taken place in the same factory in 2017.
Some of the residents claimed that several complaints have been filed with the district administration in the past, asking that the factory to be closed down.
To a question by reporters, the deputy commissioner said the factory owner had applied for the license but its status was yet to be checked.Punjab Chief Minister Amarinder Singh ordered a magisterial inquiry into the tragedy.
Additional Deputy Commissioner (Batala) has been asked to conduct the probe, an official release said.
"Deeply anguished to learn the loss of life due to the blast in the firecracker factory in Batala. Rescue operations are underway with the DC and the SSP heading relief efforts," the chief minister tweeted.
Gurdaspur MP Sunny Deol said he was saddened by the tragedy.
Amarinder Singh directed Rural Development and Panchayat Minister Tript Rajinder Singh Bajwa to rush to the spot.He also told the deputy commissioner to provide the best possible treatment to the injured free of cost, the state government said.

MANESAR: The narrow lanes in Aliyar and Kasan villages in Manesar, an automotive manufacturing hub on New Delhi's southern outskirts, would usually be packed on Sundays with migrant workers employed at the nearby plants enjoying their day off, but not anymore.

These are hard times for an area dependent on the fortunes of companies like Maruti SuzukiNSE -3.62 %, the carmaker with the largest market share in India, and motorbike maker Honda Motor Co's local unit. The auto and component makers in and around Manesar, have shed thousands of jobs.


Nationwide, according to industry estimates, automakers, component manufacturers and dealers have laid off about 350,000 workers since the start of the year, in response to plunging car sales. Figures for August, like July, are expected to show a drop of more than 30%, making a 10th straight month of decline.

As the crisis in the sector bites harder small businesses in the towns and villages around Manesar, home to one of the three plants where Maruti Suzuki cars are made, have seen a fall off in trade.

"There are already fewer workers in the village and those who still have jobs are either not getting paid for working overtime or are not spending as much out of fear they may lose work and need the money," said grocer Rahul Jain, his shelves stacked with toothpaste and soaps from fast-moving consumer goods companies like Hindustan Unilever, Colgate-Palmolive and Dabur India.

Even sales of products like cooking oil and flour have fallen. On the lower rungs of the service sector, barbers and tea stall owners said they had fewer customers.

Shoe seller Subhay Singh, in Manesar's Aliyar village, has days when he doesn't make a single sale.

"My monthly earnings have halved," said Singh, who a year ago made an average 8,000 rupees a day. "I don't know what's happening."

In the United States there was an old adage: "When General Motors sneezes, the Wall Street catches a cold."

In India, the impact goes well beyond the stock market.

India's automotive industry is the fourth largest in the world, employing more than 35 million people, directly and indirectly, and accounting for nearly half of India's manufacturing output.

The industry has three main centres; Gurugram in the North, Chennai in the South, where among others Ford Motor and Hyundai Motor have plants, and Pune in the West, where Tata Motors and Fiat are located.

All of them are hurting, and the pain is radiating outwards.

NEEDING A HAIRCUT
Before suffering the steepening slump in sales, the auto industry provided one of the few bright spots for manufacturing. Its troubles stem in part from banks' and non-banking finance houses' reluctance to extend consumer loans, as well as subdued demand, particularly in the countryside, where two-thirds of Indians live.

Laid-off workers returning to their villages are now putting more burden on a rural sector already suffering falling income from low crop prices, and dampening consumer sentiment and growth across the country.

Gurmeet Singh had been earning Rs 10,000 a month until he lost his job at auto component maker Bellsonica in Manesar. Six months later, back in his hometown of Ambala in Haryana state, Singh is still looking for a job, and catastrophising about the future.

"I haven't had a hair cut in months, my shoes are torn and I've been using the same pair of clothes since I lost my job. Only I know how I am surviving," said the 26-year-old.

"If I don't get a job, how will I build a house for my family, get married and pay off the loan my parents took to educate me?" he said.

His bleak outlook reflects an increasingly grim big picture. India's economic growth slipped to a six-year low of 5% in the April-June quarter and Prime Minister Narendra Modi, who was re-elected to a second term in a landslide in May, is under pressure to provide a stimulus for an economy that is seriously undershooting the growth rate needed to generate enough jobs for the millions of young Indians entering the labour market every month.

RESISTING A BISCUIT
All this is cast against a backdrop of a weakening world economy, and uncertainties arising from the trade war between the United States and China.

Things are so manifestly bad that even one of the nation's most popular biscuitmakers, Parle Products Private Limited, is worried about the impact of the auto industry's troubles on sales.

"If the economy is buoyant then even the rural consumer will not mind paying a little extra. But this (slowdown) has acted as a catalyst to the drop in demand," said Mayank Shah, product category head at Parle.

Britannia Industries Ltd, which controls a third of the biscuits market in India, said it has "never seen this kind of a slowdown" where people are hesitant to buy a pack of biscuits costing just Rs 5 ($0.07).

"If the consumer is thinking twice before buying, then obviously, there is some serious issue in the economy," Varun Berry, the company's managing director told analysts in a post-earnings call last month.

Under pressure from businesses and investors to provide more stimulus, Finance Minister Nirmala Sitharaman proposed a series of measures last month to help the economy and financial markets but some economists said it would not be enough to revive long-term demand.

On Aug 23, foreign investment rules were eased for several sectors, and sources say the government is expected to come up with more measures such as tax cuts for autos and real estate.

"The real revenue growth for auto and consumer goods sectors started declining nearly two years ago. The slowdown has merely gained prominence now," said Arindam Som, analyst at India Ratings, a Fitch group company, adding that he expects auto companies to further cut production.

A year ago, Vinod Chauhan had no vacancies at all in the 70 rooms he leased primarily to migrant workers in Manesar's Kasan village. Today, over a third of those rooms are vacant and Chauhan fears things could get worse before they get better.

His son won't be getting the new car that Chauhan planned to buy him this year, and the landlord has also shelved plans to build another 100 hostel apartments.

"If I am not able to rent out all the rooms I currently have, how will I manage with more?" said Chauhan. ($1 = 71.4920 Indian rupees)

Iran and three European countries — Britain, France and Germany — have been engaged in talks to save a 2015 nuclear deal that has been unravelling since the US withdrew from it May last year.

The efforts have been led by French President Emmanuel Macron, who has been trying to convince the US to offer Iran some sort of relief from crippling sanctions it has reimposed on the Islamic republic since its pullout. “I don’t think that... we will reach a deal so we'll take the third step and we will announce the details today or tomorrow,” Rouhani was quoted as saying on Wednesday by the presidency website.



The Iranian president said the two sides were getting closer to an agreement on a way to resolve burning issues. “If we had 20 issues of disagreement with the Europeans in the past, today there are three issues,” he said. “Most of them have been resolved but we haven't reached a finalagreement.” Iran has hit back with countermeasures in response to the US withdrawal from the 2015 deal, which gave it relief from sanctions in return for curbs on its nuclear programme.

MUMBAI: The National Company Law Appellate Tribunal (NCLAT) has set aside a lower court order to liquidate debt-ridden Sterling Biotech, allowing its promoters to take back control of the company once they make full payment to the lenders. 

The ruling may well set a precedent that will have ramifications for companies willing to clear dues after they are admitted for insolvency resolution. 



In an oral order last week, a threemember NCLAT bench presided over by justices SJ Mukhopadhyay and AIS Cheema along with member (technical) Kanti Narahari, set aside the May 8 order of the National Company Law Tribunal’s Mumbai bench and allowed withdrawal of a petition filed under Section 7 of the Insolvency and Bankruptcy Code (IBC). 

“The entire payment under OTS (one-time settlement) shall be made by the promoters and not through the corporate debtor or its properties,” the NCLAT said in its order. “The liquidator to continue till the entire payment is made to the lenders.” 


In June, the NCLAT had stayed the corporate insolvency resolution process of Gujarat-based Sterling Biotech after its workmen and lenders challenged the NCLT order before the appellate tribunal. 

The dedicated bankruptcy court in Mumbai had rejected the plea of the lenders, led by Andhra Bank, to withdraw from the CIRP process. Over 90% of the lenders had approved the settlement offer of around Rs 3,945 crore and withdrawal of the insolvency case under Section 12 (A) of the IBC. The lenders received 5% of the default amount on the day of default. Total dues to the lenders stand above Rs 8,100 crore. 

The Sterling group collectively owes its financial and operational creditors Rs 15,000 crore. 

Nishit Dhruva, managing partner of law firm MDP & Partners and an advisor to the Andhra Bank, confirmed the development but refused to comment since the matter is still sub-judice. 

Sundaresh Bhat, partner and leader of resolution process advisory at consultancy BDO, who is the RP for the company, also confirmed the development but refused to give details. 

“In so far asset of the corporate debtor (Sterling Biotech) is concerned, if it is based on the proceeds of the crime, it is always open to the Enforcement Directorate to seize the assets of corporate debtor and act in accordance with the Prevention of Money Laundering Act, 2002 (PMLA),” said the NCLAT in its 28-page order. “However, it will not come in the way of the individual such as promoter, shareholder or director, if he pays, not from the proceeds of crime but in his individual capacity, the amount from his account and not from the assets of the corporate debtor and satisfies all the stakeholders including financial creditors and operational creditors.” 

Sterling promoters Chetan Sandesara and Nitin Sandesara are absconding and believed to be in Africa. The Central Bureau of Investigation (CBI), the Enforcement Directorate (ED) and the income tax department are looking into the dealings of the promoters. 

Three companies of the group — Sterling Biotech, Sterling Biotech, Sterling SEZ and trading arm Sterling International — are facing insolvency cases. In a separate development, the tribunal has also stayed the withdrawal petition of lenders to Sterling SEZ. These bankers too accepted a settlement offer from the promoters. Sterling SEZ owes around Rs 4,500 crore to its lenders.

Income Tax department on Monday said it created a sort of world record by achieving a record Income Tax Return filing in a single day. 

"The department made a history with an all time high record of 49 lakh 29 thousand ITRs filed in a single day on August 31," Central Board of Direct Taxes (CBDT) said in a statement releasing the data on e-filing of ITRs. 

It said that as many as 1.5 crore ITRs were filed in the last five days of August. The department said that the peak filing rate per second was at 196 ITRs, filing rate per minute was at 7447 ITRs while it was at 3,87,571 per hour on August 31. 


It also said that the department thwarted over 2,205 malicious attacks on the website aimed at disrupting services in the peak period. 

CBDT also stated that there has been 4 percent rise in the total ITR filings this year. A total of 5.65 crore ITRs were filed till August 31, the last date of filing returns in comparison to 5.42 crore ITR filed previous year. However, last year, the number of ITR filings had registered an eight-fold jump 5.42 crore, 71 percent rise in comparison to preceding year numbers.

New Delhi: Finance minister Nirmala Sitharaman on Sunday said the central government would take a proposal for lowering the goods and services tax (GST) rate on automobiles to the federal indirect tax body, the GST Council, to provide relief to an industry facing a crippling demand slowdown.
The minister, who briefed reporters in Chennai about the government’s efforts to arrest the economic downturn, said a decision on reducing tax rates on automobiles was not entirely in her hands as matters of indirect taxation were now entrusted to a federal body.
“It (the proposal based on industry demand) has got to go to the GST Council, where all state finance ministers assemble. It is for them to take a call. I have suggested to them (automobile makers) that I will take it to the council, but the final decision will be theirs… I will wait for the GST Council to take a call," the minister said. The council is expected to meet in Goa on 20 September.
Sitharaman also said that the government’s efforts to promote electric mobility should not be misconstrued as promotingelectric vehicles at the expense of those powered by internal combustion engines. “All vehicles will have their due market share. It is not that we are promoting one segment of the industry at the expense of another," said the minister. She also said feedback received from industry about measures announced so far to support growth was positive.

With the abrogation of Article 370 in Jammu and Kashmir, the government is moving ahead with the plans to development projects to Srinagar including metro trains. The plans for the Srinagar Metro have been finalised with the work expected to start in 2020. 
The Detailed Project Report (DPR) for Srinagar Metro is ready with the plans to run two corridors of 12.5 kilometres each. With the population of Srinagar projected to rise to 37 lakh by 2044, the metro plan has been prepared keeping in mind that this will be the primary mode of transport in the near future. 
Each corridor of Srinagar metro will have 12 stations each with the total cost expected to be around Rs 5,000 crore. Former Delhi Metro Rail Corporation (DMRC) chief 'Metro Man' E Sreedharan has been appointed the project head. 
Speaking to Zee Media, Srinagar Deputy Commissioner Shahid Choudhary said, "We are working for a Sringara of future. The population of Srinagar will increase substantially in the coming years for which we need metro as a mode of transport. We will start the operation by 2024. Around 25 youth will get jobs for per kilometre of the metro. The bidding process will begin soon. 
The Srinagar Metro will be entirely elevated. Both token and smart cards will be available for commuters. At first, 3-coach metro will be operated with each coach having a capacity of 250 people.
While metro will run for 17 hours a day in summers, it will run for 14 hours during winters. For further connectivity, Srinagar Metro will operate 35 mini feeder buses.
For the security of the metro, every station will have CCTV, bag scanner, Bomb Detection Equipment, wireless sets and sniffer dogs etc. 
The first metro corridor will be between HMT Junction in the city and Indiranagar. 12 stations on this route will be HMT Junction,  Parimpora, Bus Stand, Qamarwari, Gazarzoo, Rathpora, Batmaloo, Secretariat, Lal Chowk, Munshi Bagh, Sonwar and Indiranagar.
The other corridor between Osmanabad and Hazoori Bagh will have stations at Osmanabad, Hazratbal Crossing, Soura, Skims, Nalbal Bridge, Mill Stop, Hawal Chowk, Jama Masjid, Khaniyar, Nowpora, Munshi Bagh and Hazoori Bagh.
