7 changes in income tax laws that come into effect from Sept 1 Here is the list of the seven main changes in tax laws that will come into effect from September 1.

Income tax related changes announced in the Budget usually come into effect from April 1. However, since the full Budget for FY 2019-20 was presented in July this year after the general elections, there are certain tax changes that will come into effect from September 1, 2019. 

Here are the main changes in tax laws that will come into effect from September 1. 


  • TDS on additional payments made when purchasing immovable property


From September 1 2019, while buying a property, you will have to include the payment made for other services or amenities such as club membership fee, car parking fee, electricity and water facility fee and so on when computing the amount paid for the property for the purpose of deducting TDS. 

Chartered Accountant Naveen Wadhwa, DGM, Taxmann.com says, "Previously, tax was deducted by the buyer from the payment made for the purchase of property. However, other payments such as club membership fees etc. were usually subtracted from the total consideration to compute the amount of TDS. The primary reason for this stems from the fact that 'consideration for immovable property' was not defined properly in the Income Tax Act. Remember, the TDS will continue to be deducted at the rate of one per cent if the value of the property exceeds Rs 50 lakh." 


TDS on cash withdrawals from bank account

    Cash withdrawals exceeding Rs 1 crore on aggregate basis during the year from an account held with a bank, cooperative bank or post office will invite levy of TDS from September 1

A new section 194N has been inserted in the Income Tax Act which defines that TDS will be levied at the rate of two per cent on cash withdrawals made from the account. 

TDS on payments made by individuals and HUFs to contractors and professionals

From September 1, individuals and HUFs making a payment to contractors and professionals exceeding Rs 50 lakh in aggregate per annum will also be required to deduct TDS at the rate of 5 per cent. 

This would mean that individuals making payments over this limit for house renovation, wedding functions or for any other purpose to a single professional in a year would be required to deduct tax at the time of making the payment. 

A new section 194N has been inserted in the Income Tax Act for this purpose. However, in order to provide ease of compliance, individuals and HUFs, deducting deducting the tax will not be required to obtain TAN (tax deduction account number). The new law will be applicable to all the payments made by the individual whether for personal use or for business purposes (in case their accounts are not required to be audited.) 

  • TDS on non-exempt portion of life insurance

If life insurance maturity proceeds received by you are taxable in your hands, then TDS will be deducted at the rate of five per cent on the net income portion. The net income portion is defined as the total sum received less of total amount of insurance premium paid. 

Currently, proceeds received at the maturity of a life insurance policy are exempted from tax if the annual premium paid does not exceed 10 per cent (20 per cent in case of insurance policies sold prior to April 2012) of the sum assured. 

Wadhwa says, "If the maturity proceeds received by an individual are taxable, then TDS will be deducted only on the net income portion and not on the total amount paid. Remember TDS will be deducted at the rate of 5 per cent in case the taxable proceeds, i.e., net income portion exceeds Rs 1 lakh. Prior to this TDS was deducted at the rate of 1 per cent on the total amount paid." 

  • Banks and FIs can be asked to report even small transactions

Till now banks and other financial institutions are required to report specified financial transactions if the amount exceeded the threshold limit. In most of the reportable transactions, the limit has been Rs 50,000 or more. These transactions were to be reported to the income tax department through a Statement of Financial Transactions (SFT) required to be filed by all banks and FIs. 

However, the government has widened the scope of reporting requirement for such transactions by removing the minimum floor of Rs 50,000, above which financial transactions are required to be reported. This has been done via legislation introduced in the last budget. This means that from September 1, banks and FIs can be asked to report even small transactions to the tax department which in turn can use the data to check your ITR. 

Wadhwa adds, "Previously, the tax department could ask for a report of transactions of individuals equal to or more than Rs 50,000. However, this floor of Rs 50,000 has been removed in the budget of July 2019 enabling the income tax department to ask for information about small transactions as well. Thus, the CBDT can now require reporting of transaction even if the value of such transaction is nominal." 

  • If PAN is not linked with Aadhaar

As per rules existing prior to changes announced in July Budget 2019 PAN would have become invalid if not linked with Aadhaar by a specified deadline. This would have meant that in case of a person's PAN becoming invalid, it would be treated as if the person never had a PAN. 

However, to protect the validity of previous transactions done using the PAN, Budget 2019 changed the rules such that PAN will become now become inoperative but not invalid if not linked with Aadhaar by the specified deadline. 

"However, the government is yet to clarify the rules regarding what will happen if the PAN becomes inoperative if not linked with Aadhaar," adds Wadhwa. 

  • Inter-changeability of PAN and Aadhaar and mandatory quoting in prescribed transactions

Another important announcement in Budget 2019 was inter-changeability of PAN and Aadhaar. "However, Aadhaar can be quoted in lieu of PAN only for certain prescribed transactions. Though the new law comes into effect from September 1, the government is yet to notify the certain prescribed transactions," adds Wadhwa.

Finance Minister Nirmala Sitharaman today announced a big consolidation of public sector banks: 10 public sector banks to be merged into four. Under the scheme of amalgamation, Indian Bank will be merged with Allahabad Bank (anchor bank - Indian Bank); PNB, OBC and United Bank to be merged (PNB will be the anchor bank); Union Bank of India, Andhra Bank and Corporation Bank to be merged (anchor bank - Union Bank of India); and Canara Bank and Syndicate Bank to be merged (anchor bank - Canara Bank). In place of 27 public sector banks in 2017, now there will be 12 public sector banks after the latest round of consolidation of PSU banks. The consolidation of public sector banks will give them scale, the finance minister said.
The government also announced capital infusion totalling over55,000 crore into public sector banks: PNB ( 16,000 crore), Union Bank of India ( 11,700 crore), Bank of Baroda ( 7000 crore), Indian Bank ( 2500 crore), Indian Overseas Bank ( 3800 crore), Central Bank ( 3300 crore), UCO Bank ( 2100 crore), United Bank ( 1,600 crore) and Punjab and Sind Bank ( 750 crore).
Last year, the government had approved the merger of Vijaya Bank and Dena Bank with Bank of Baroda (BoB) that become effective from April 1, 2019. In 2017, the State Bank of India absorbed five of its associates and the Bharatiya Mahila Bank.

In yet another incident of conversion of girls from minority communities in Pakistan, a 19-year-old Sikh girl was allegedly abducted and converted to Islam before being married to a Muslim man in the country's Punjab province.
A first information report has been registered against six people in the case, Muhammad Jamil, Nankana City Police Investigation Officer, told PTI.
One of the suspects Arsalan, a friend of prime suspect Mohammad Hassan who married the Sikh girl, has been arrested.

"Arsalan facilitated Hassan in getting him married to the Sikh girl," he said, adding that Hassan is on a pre-arrest bail and could not be arrested.Jamil said that Hassan and the girl live in the same locality.
"They developed a love affair and the girl decided to elope with him to contract marriage," he said.
Jamil said that the advocate of the girl, identified as Jagjit Kaur, in her statement before the court declared that she embraced Islam and married Hassan of her free will.
The police official said that the girl, through her lawyer Sheikh Sultan, rejected her family's allegations.
Sultan said that he has also filed a petition in the Lahore high court against local police and her family on behalf of the girl.
As per the directions of the court, Kaur has been sent to Darul Aman, Lahore (shelter home).
Meanwhile, a video of the girl at the wedding ceremony has also gone viral on social media.
In the video, the girl is seen sitting beside Hassan and saying that she was marrying him without any pressure.
The family of the girl, in a video message, have claimed that Kaur was abducted and forcibly converted to Islam and sought Pakistan Prime Minister Imran Khan's help.
In a related development, the Punjab government has constituted a high-level panel to negotiate with the 30-member committee formed by the Sikh community in connection with the case.
Prime Minister Khan had in March ordered a probe into reports of abduction, forced conversion and underage marriages of two teenage Hindu girls in Sindh province.
The two girls were allegedly kidnapped by a group of "influential" men from their home in Ghotki district in Sindh on the eve of Holi.
MEA asks Pak govt to take remedial action
India on Friday said it has raised the issue with Pakistan and asked for 'immediate remedial action'.
In response to a media query regarding the incident, Ministry of External Affairs Spokesperson Raveesh Kumar said the ministry has received a number of representations from various quarters of civil society in India, including Sikh religious bodies, at the 'reports of the incident of abduction and forced conversion of a minor Sikh girl in Pakistan'.
"We have shared these concerns with the government of Pakistan and asked for immediate remedial action," he said.

New Delhi: The Cabinet on Wednesday approved 75 new medical colleges, leading to an additional 25,700 MBBS seats in the country. The Cabinet Committee of Economic Affairs (CCEA) gave its approval for the establishment of 75 additional government medical colleges attached with existing district/referral hospitals under phase-III of the ongoing centrally sponsored scheme.
“The establishment of new medical colleges attached with existing district/referral hospitals, would lead to an increase in the availability of qualified health professionals, improve tertiary care in the government sector, utilize existing infrastructure of districts hospitals and promote affordable medical education in the country," the government said in an official statement.
“New medical colleges would be set up in under-served areas. Preference will be given to aspirational districts and district hospitals having 300 beds," it said.
Focusing on the creation of healthcare infrastructure, the government earlier approved the establishment of 58 new medical colleges attached with existing district/referral hospitals. Of these, 39 medical colleges under phase-I have already started functioning, while the remaining 29 would be made functional by 2022. Under Phase-II, 18 new medical colleges have been approved.

New Delhi: In an effort to get economic growth back on track, a slew of decisions were taken by the Union Cabinet in its meeting on Wednesday, including further liberalizing of foreign direct investment (FDI) rules in four sectors.
"There is a little slowing down of FDI worldwide so we have taken some significant decisions. 100 percent FDI for coal mining and all related processing activities will be allowed under automatic route," announced Commerce Minister Piyush Goyal. Till now, 100% FDI was allowed only in captive coal mining.
The Cabinet has also approved 100% FDI in contract manufacturing.
"100 percent FDI allowed in contract manufacturing under automatic route and also local sourcing norms for FDI in single brand retail have been relaxed," said Goyal.
Cabinet allows online retailing under single-brand retail and relaxes rule of mandatory brick-and-mortar store. Domestic procurement for exports included in 30% local sourcing clause, announced Goyal.
"26% FDI will be allowed in digital media with government approval," said Goyal.
"The Cabinet has approved 75 new medical colleges, to be established by 2021-22, with 24,375-crore investment. This is a move to add 15,700 MBBS seats in the country," announced I&B Minister Prakash Javadekar.
The Cabinet approved biggest ever expansion of medical facilities in the world, said Javadekar.
Among other Cabinet decisions taken is that government will provide 6,268-crore subsidy towards exporting of 60 lakh metric tonnes of sugar. Subsidy to be directly transferred to farmer's account. India has 162 lakh tonnes of sugar stock, of which 40 lakh tonnes is buffer stock and 60 lakh tonnes will be exported.
The sugar export policy will aid in evacuation of surplus stocks during sugar season 2019-20, said Javadekar.
The Cabinet has also approved establishment of an International Coalition for Disaster Resilient Infrastructure (CDRI) and PM Modi will launch CDRI during UN Climate Summit in New York on 23 September, 2019, announced Javadekar.

Mumbai: The Central Board of the Reserve Bank of India on Monday decided to transfer a sum of 1,76,051 crore to the Government of India comprising 1,23,414 crore of surplus for the year 2018-19 and 52,637 crore of excess provisions identified as per the revised Economic Capital Framework (ECF) adopted at the meeting of the Central Board today.
The RBI, in consultation with the government, had constituted an expert committee to review the Extant Economic Capital Framework of the Reserve Bank of India.
The committee has since submitted its report to the RBI Governor. The committee's recommendations were based on the consideration of the role of central banks' financial resilience, cross-country practices, statutory provisions and the impact of the RBI's public policy mandate and operating environment on its balance sheet and the risks involved.
The committee's recommendations were guided by the fact that the RBI forms the primary bulwark for monetary, financial and external stability. Hence, the resilience of the RBI needs to be commensurate with its public policy objectives and must be maintained above the level of peer central banks as would be expected of a central bank of one of the fastest growing large economies of the world.

The Central Board of Indirect Taxes and Customs (CBIC) has compulsorily retired another 22 senior officers of the rank of Superintendent/AO over corruption and other charges. The decision to sack these official came after PM Modi, in his Independence Day address, said that "some black sheep in the tax administration may have misused their powers and harassed taxpayers, either by targeting honest assesses or by taking excessive action for minor or procedural violations." He had said the government recently compulsorily retired "a significant number of tax officials", and  that this type of behaviour would not be tolerated.   
Notably, 27 high ranking IRS officers, including 12 officers from CBDT, were compulsorily retired under Fundamental Rule 56(J) earlier in June.
The CBIC has sacked officials from a total of 12 zones, including Nagpur, Bhopal, Chennai, Bengaluru, Delhi, Jaipur, Kolkata, Meerut, Mumbai, Bengaluru Customs, Mumbai Customs Zone II, and Chandigarh.
The officials who have been sacked include KK Uikey, superintendent Bhopal; SR Parate superintendent Bhopal;  Kailash Verma, supdt Bhopal; KC Mandal, supdt Bhopal; MS Damor, supdt Bhopal; RS Gogiya, Supdt Bhopal; Kishore Patel, supdt Bhopal; JC Solanki, supdt Bhopal; SK Mandal, supdt Bhopal; Govind Ram Malviya, supdt Bhopal; AU Chhapargare, supdt Bhopal; S Asokaraj supdt Channai; Deepak M Ganeyan, supdt Bengaluru; Pramod Kumar, supdt Delhi; Mukesh Jain, supdt Jaipur; Navneet Goyal, Supdt Jaipur; Achintya Kumar Pramanicik, supdt Kolkata; VK Singh, supdt Meerut; DR Chaturvedi, supdt Mumbai; D Ashok, supdt Bengaluru; Leela Mohan Singh, AO Mumbai Customs Zone II; and VP Singh, Supdt Chandigarh.
The government in June had retired 15 commissioner-level officials of the Central Board of Indirect Taxes and Customs. According to finance ministry sources, the ousted officials were charged with corruption, collecting and giving bribes, smuggling and even criminal conspiracy.
A week before that, the government had compulsorily retired 12 senior IRS officials from the Income Tax department over charges of corruption, sexual harassment, disproportionate assets under Rule 56(j) of Central Civil Services (Pension) Rules.

The Supreme Court on Monday dismissed the petition filed by senior Congress leader P. Chidambaram for anticipatory bail in the corruption case lodged by the Central Bureau of Investigation (CBI), saying the plea has become “infructuous" as he had already been arrested.
Chidambaram’s second plea challenging the remand order of the CBI court was not listed. The third plea of the leader for anticipatory bail in the case filed by the Enforcement Directorate (ED) will be continued to heard post lunch.
The case was heard before the division bench headed by Justice R Bhanumati and comprising Justice A S Bopanna.
The bench dismissed the petition challenging the 20 August order passed by Delhi high court dismissing the anticipatory bail petition of Chidambaram. It observed that a regular bail petition before the trial court should not be influenced by Delhi high court observations.
The CBI had registered the case against the former union minister under the provisions of Prevention of Corruption Act and Indian Penal Code and ED has registered the case under the provisions of Prevention of Money Laundering Act.
Senior advocates Kapil Sibal and Abhishek Manu Singhvi, representing Chidambaram, argued that the senior leader was arrested even as the bail plea application was pending in the Supreme Court.
The CBI, on 15 May 2017, registered an FIR against Chidambaram for alleged irregularities in the Foreign Investment Promotion Board (FIPB) clearance provided to INX Media for receiving overseas funds to the tune of 305 crore in 2007 when he was the finance minister. The money laundering case lodged by ED in this regard dates back to 2018. Chidambaram was arrested on August 21.

What is the lens?

The lens is a clear part of the eye that helps to focus light, or an image, on the retina. The retina is the light-sensitive tissue at the back ofthe eye.
In a normal eye, light passes through the transparent lens to the retina. Once it reaches the retina, light is changed into nerve signals thatare sent to the brain.
The lens must be clear for the retina to receive a sharp image. If the lens is cloudy from a cataract, the image you see will be blurred.

What causes cataracts?

The lens lies behind the iris and the pupil. It works much like a camera lens. It focuses light ontothe retina at the back of the eye, where an image is recorded. The lens also adjusts the eye'sfocus, letting us see things clearly both up close and far away. The lens is made of mostly waterand protein. The protein is arranged in a precise way that keeps the lens clear and lets lightpass through it.
But as we age, some of the protein may clump together and start to cloud a small area of thelens. This is a cataract. Over time, the cataract may grow larger and cloud more of the lens,making it harder to see.
Researchers suspect that there are several causes of cataract, such as smoking and diabetes.Or, it may be that the protein in the lens just changes from the wear and tear it takes overthe years.

How do cataracts affect vision?

Age-related cataracts can affect your vision in two ways:
Clumps of protein reduce the sharpness of the image reaching the retina. The lens consistsmostly of water and protein. When the protein clumps up, it clouds the lens and reduces thelight that reaches the retina. The clouding may become severe enough to cause blurred vision.Most age-related cataracts develop from protein clumpings. When a cataract is small, thecloudiness affects only a small part of the lens. You may not notice any changes in your vision.Cataracts tend to “grow” slowly, so vision gets worse gradually. Over time, the cloudy area in the lens may get larger, and the cataract may increase in size. Seeing may become moredifficult. Your vision may get duller or blurrier.
The clear lens slowly changes to a yellowish/brownish color, adding a brownish tint to vision. As the clear lens slowly colors with age, your vision gradually may acquire a brownishshade. At first, the amount of tinting may be small and may not cause a vision problem. Over time, increased tinting may make it more difficult to read and perform other routineactivities. This gradual change in the amount of tinting does not affect the sharpness of the image transmitted to the retina. If you have advanced lens discoloration, you may not beable to identify blues and purples. You may be wearing what you believe to be a pair of black socks, only to find out from friends that you are wearing purple socks.

When are you most likely to have a cataract?

The term “age-related” is a little misleading. You don't have to be a senior citizen to get this type of cataract. In fact, people can have an age-related cataract in their 40s and 50s. Butduring middle age, most cataracts are small and do not affect vision. It is after age 60 that most cataracts cause problems with a person's vision.

Who is at risk for cataract?

The risk of cataract increases as you get older. Other risk factors for cataract include:
  • Certain diseases (for example, diabetes).
  • Personal behavior (smoking, alcohol use).
  • The environment (prolonged exposure to ultraviolet sunlight).

What are the symptoms of a cataract?

The most common symptoms of a cataract are:
  • Cloudy or blurry vision.
  • Colors seem faded.
  • Glare. Headlights, lamps, or sunlight may appear too bright. A halo may appear around lights.
  • Poor night vision.
  • Double vision or multiple images in one eye. (This symptom may clear as the cataract gets larger.)
  • Frequent prescription changes in your eyeglasses or contact lenses.
These symptoms also can be a sign of other eye problems. If you have any of these symptoms, check with your eye care professional.

Are there different types of cataract?

Yes. Although most cataracts are related to aging, there are other types of cataract:
  1. Secondary cataract. Cataracts can form after surgery for other eye problems, such as glaucoma. Cataracts also can develop in people who have other health problems, such asdiabetes. Cataracts are sometimes linked to steroid use.
  2. Traumatic cataract. Cataracts can develop after an eye injury, sometimes years later.
  3. Congenital cataract. Some babies are born with cataracts or develop them in childhood, often in both eyes. These cataracts may be so small that they do not affect vision. Ifthey do, the lenses may need to be removed.
  4. Radiation cataract. Cataracts can develop after exposure to some types of radiation.

How is a cataract detected?

Cataract is detected through a comprehensive eye exam that includes:
  1. Visual acuity test. This eye chart test measures how well you see at various distances.
  2. Dilated eye exam. Drops are placed in your eyes to widen, or dilate, the pupils. Your eye care professional uses a special magnifying lens to examine your retina and optic nervefor signs of damage and other eye problems. After the exam, your close-up vision may remain blurred for several hours.
  3. Tonometry. An instrument measures the pressure inside the eye. Numbing drops may be applied to your eye for this test.
Your eye care professional also may do other tests to learn more about the structure and health of your eye.

Treatment

How is a cataract treated?

The symptoms of early cataract may be improved with new eyeglasses, brighter lighting, anti-glare sunglasses, or magnifying lenses. If these measures do not help, surgery is the onlyeffective treatment. Surgery involves removing the cloudy lens and replacing it with an artificial lens.
A cataract needs to be removed only when vision loss interferes with your everyday activities, such as driving, reading, or watching TV. You and your eye care professionalcan make this decision together. Once you understand the benefits and risks of surgery, you can make an informed decision about whether cataract surgery is right for you. In mostcases, delaying cataract surgery will not cause long-term damage to your eye or make the surgery more difficult. You do not have to rush into surgery.
Sometimes a cataract should be removed even if it does not cause problems with your vision. For example, a cataract should be removed if it prevents examination or treatment ofanother eye problem, such as age-related macular degeneration or diabetic retinopathy.
If you choose surgery, your eye care professional may refer you to a specialist to remove the cataract.
If you have cataracts in both eyes that require surgery, the surgery will be performed on each eye at separate times, usually four weeks apart.

Is cataract surgery effective?

Cataract removal is one of the most common operations performed in the United States. It also is one of the safest and most effective types of surgery. In about 90 percent of cases,people who have cataract surgery have better vision afterward.

What are the risks of cataract surgery?

As with any surgery, cataract surgery poses risks, such as infection and bleeding. Before cataract surgery, your doctor may ask you to temporarily stop taking certain medications thatincrease the risk of bleeding during surgery. After surgery, you must keep your eye clean, wash your hands before touching your eye, and use the prescribed medications to helpminimize the risk of infection. Serious infection can result in loss of vision.
Cataract surgery slightly increases your risk of retinal detachment. Other eye disorders, such as high myopia (nearsightedness), can further increase your risk of retinal detachmentafter cataract surgery. One sign of a retinal detachment is a sudden increase in flashes or floaters. Floaters are little “cobwebs” or specks that seem to float about in your field of vision.If you notice a sudden increase in floaters or flashes, see an eye care professional immediately. A retinal detachment is a medical emergency. If necessary, go to an emergencyservice or hospital. Your eye must be examined by an eye surgeon as soon as possible. A retinal detachment causes no pain. Early treatment for retinal detachment often canprevent permanent loss of vision. The sooner you get treatment, the more likely you will regain good vision. Even if you are treated promptly, some vision may be lost.
Talk to your eye care professional about these risks. Make sure cataract surgery is right for you.

What if I have other eye conditions and need cataract surgery?

Many people who need cataract surgery also have other eye conditions, such as age-related macular degeneration or glaucoma. If you have other eye conditions in addition to cataract,talk with your doctor. Learn about the risks, benefits, alternatives, and expected results of cataract surgery.

What happens before surgery?

A week or two before surgery, your doctor will do some tests. These tests may include measuring the curve of the cornea and the size and shape of your eye. This information helpsyour doctor choose the right type of intraocular lens (IOL).
You may be asked not to eat or drink anything 12 hours before your surgery.

What happens during surgery?

At the hospital or eye clinic, drops will be put into your eye to dilate the pupil. The area around your eye will be washed and cleansed.
The operation usually lasts less than one hour and is almost painless. Many people choose to stay awake during surgery. Others may need to be put to sleep for a short time. If you areawake, you will have an anesthetic to numb the nerves in and around your eye.
After the operation, a patch may be placed over your eye. You will rest for a while. Your medical team will watch for any problems, such as bleeding. Most people who have cataractsurgery can go home the same day. You will need someone to drive you home.

What happens after surgery?

Itching and mild discomfort are normal after cataract surgery. Some fluid discharge is also common. Your eye may be sensitive to light and touch. If you have discomfort, your doctorcan suggest treatment. After one or two days, moderate discomfort should disappear.
For a few weeks after surgery, your doctor may ask you to use eyedrops to help healing and decrease the risk of infection. Ask your doctor about how to use your eyedrops, how oftento use them, and what effects they can have. You will need to wear an eye shield or eyeglasses to help protect your eye. Avoid rubbing or pressing on your eye.
When you are home, try not to bend from the waist to pick up objects on the floor. Do not lift any heavy objects. You can walk, climb stairs, and do light household chores.
In most cases, healing will be complete within eight weeks. Your doctor will schedule exams to check on your progress.

Can problems develop after surgery?

Problems after surgery are rare, but they can occur. These problems can include infection, bleeding, inflammation (pain, redness, swelling), loss of vision, double vision, and high or loweye pressure. With prompt medical attention, these problems can usually be treated successfully.
Sometimes the eye tissue that encloses the IOL becomes cloudy and may blur your vision. This condition is called an after-cataract. An after-cataract can develop months or yearsafter cataract surgery.
An after-cataract is treated with a laser. Your doctor uses a laser to make a tiny hole in the eye tissue behind the lens to let light pass through. This outpatient procedure is called a YAGlaser capsulotomy. It is painless and rarely results in increased eye pressure or other eye problems. As a precaution, your doctor may give you eyedrops to lower your eye pressurebefore or after the procedure.

When will my vision be normal again?

You can return quickly to many everyday activities, but your vision may be blurry. The healing eye needs time to adjust so that it can focus properly with the other eye, especially if theother eye has a cataract. Ask your doctor when you can resume driving.
If you received an IOL, you may notice that colors are very bright. The IOL is clear, unlike your natural lens that may have had a yellowish/brownish tint. Within a few months afterreceiving an IOL, you will become used to improved color vision. Also, when your eye heals, you may need new glasses or contact lenses.

What can I do if I already have lost some vision from cataract?

If you have lost some vision, speak with your surgeon about options that may help you make the most of your remaining vision.

What can I do to protect my vision?

Wearing sunglasses and a hat with a brim to block ultraviolet sunlight may help to delay cataract. If you smoke, stop. Researchers also believe good nutrition can help reduce the risk ofage-related cataract. They recommend eating green leafy vegetables, fruit, and other foods with antioxidants.
If you are age 60 or older, you should have a comprehensive dilated eye exam at least once every two years. In addition to cataract, your eye care professional can check for signs ofage-related macular degeneration, glaucoma, and other vision disorders. Early treatment for many eye diseases may save your sight.

What research is being done?

The National Eye Institute is conducting and supporting a number of studies focusing on factors associated with the development of age-related cataract. These studies include:
  • The effect of sunlight exposure, which may be associated with an increased risk of cataract.
  • Vitamin supplements, which have shown varying results in delaying the progression of cataract.
  • Genetic studies, which show promise for better understanding cataract development.
