If an invalid or unknown IP address is sent, or the ISP does not send an IP, or the user blocks the sending of the IP in their browser, or their browser does not send a valid IP, or firewalls can be set to block sending of IP, etc then no-one can determine where the visitor is located, thus "unknown region".
If it is a "bug", which it is not, it is not Google or Blogger's fault. It is the fault of ISPs, browser creators, & users who do not want their IP tracked.
Is it a "big deal"? No.
Should visitors from "unknown regions" be blocked? No.
