My wild guess based on the study of History-Was Baba Gurmeet Ram Rahim who is in jail now responsible for triggering through Govt.of India the talk of freedom of Balochistan province of Pakistan -from Red Fort on August 15 2016 (Baba Ram Rahim also born on August 15)

History of Dera sacha Sauda.

Mastana Balochistani (honorifically known as Shehanshah Shah Mastana Balochistani Ji Maharaj, 15 November 1891 - 18 April 1960) was an Indian saint and the founder of the socio-spiritual organization Dera Sacha Sauda (DSS) on 29 April 1948 in Sirsa(modern Haryana). He was originally from Balochistan, and later moved to Sirsa.
Balochistani was born in 1891 in Kalat district in BalochistanBritish India. Later Baba Sawan Singh honoured him with the name of Shah 'Mastana Balochistani' Ji. Baba Sawan Singh further declared him "Mastanon ka Mastana, Shahon Ka Shah ". At the age of 14 years, Balochistani left home in search of a perfect spiritual Guru (teacher). At last, after searching for nine years, he reached Beas in the state of Punjab in India, where he met Baba Sawan Singh where he attended his Satsang (spiritual congregation) and learned the method of meditation from him. Baba Sawan Singh entrusted Balochistani with the task of conducting spiritual discourses and teaching meditation to the people in the provinces of Balochistan, Sindh and Punjab.
Later Baba Sawan Singh assigned Balochistani duty in the vicinity of Bagarh a (region of northern Rajasthan and western Haryana). He appointed him as one of his spiritual successors and sent him to Sirsa in Haryana. Balochistani, on the orders of Baba Sawan Singh, established Dera Sacha Sauda and raised public awareness of Naam-Shabd. He laid the foundation of Dera Sacha Sauda in 1948 in Sirsa. He laid the principle of earning through hard work and absolutely prohibited acceptance of donations or charity of any kind.
Upon his death, Shah Satnam Singh became spiritual leader of DSS at age 41, serving from 1960 to 1990, followed by Gurmeet Ram Rahim Singh starting 1990.
Balochistani taught the method of meditation (Naam Shabad) to thousands of people over a period of twelve years (1948-1960). During this period, people from various parts of the country started coming to Dera Sacha Sauda and became his followers. He built 25 ashrams
in HaryanaPunjab and Rajasthan. Facilities of drinking water and langar (free community meals) were provided in these ashrams. He taught the practical method of meditation to thousands of people in simple language. 
Gurmeet Ram Rahim Singh (born 15 August 1967) is an Indian guru, music producer, singer-songwriter, actor, and filmmaker. He has been the head of the social group Dera Sacha Sauda (DSS) since 23 September 1990. The Indian Express placed Singh 96th in their list of the 100 most powerful Indians of 2015.
Singh has released several music albums and films, which typically revolve around himself and his teachings. He is usually credited in his films as actor, director, writer, songwriter, as well as various other roles; he notably received credits in thirty separate film departments for his 2016 film MSG: The Warrior Lion Heart. His films were negatively received by critics, with many considering them propaganda and criticising their poor quality.
Singh has been accused of mocking Sikh and Hindu religious figures, as well as Adivasi.He has also been accused of rape, murder and ordering forced castrations. On 25 August 2017, he was convicted of rape by a special Central Bureau of Investigation (CBI) court.His conviction led to widespread rioting, which left 38 people dead and over 300 injured. On 28 August 2017, Singh was sentenced to 20 years in jail for rape.

Conclusion:-After seeing the history of Establishment of Dera Sacha sauda and Millions of followers of this cult a doubt comes to my mind that was Baba Ram Rahim Instrumental in influencing Indian Government to trigger the talk of Independence of Balochistan province of Pakistan last year from RED FORT on Aug 15 2016.
