Trudeau pissed off the Indian Government by being soft on the long dead Khalistani issue. To be honest, you can goto Punjab right now and ask anyone there, they have no intention of going their own way as they know what will happen in that case due to religious geopolitics with Pakistan/Islamic nations/PRC/Anglo missionaries/etc.
Furthermore, the Khalistani ideology has been supported and funded by the ISI which makes them even more reprehensible to India. Think about this, if the Canadian Head of State and senior Ministers supported a rebellious movement funded by your enemy who wants to wipe you off the map, then would you welcome such foreign Government officials warmly? Why don’t you support a Islamic terrorist group then try to get a warm welcome in the US/UK or Israel? Thats all there is to it.
India has always treated Canada very warmly to be honest. Just check what kind of grand reception and welcome, the nation has gotten over the years especially under Modi. We signed dozens of deals for various Canadian goods including nuclear materials (from the province of Saskatchwan), etc.
The goodwill was lost due to the Trudeau and his administration. Even today, Canadian tourists and businesses are very welcome in the country as they were 5–10 years ago.
