```एक बड़े मुल्क के राष्ट्रपति के बेडरूम की खिड़की सड़क की ओर खुलती थी। रोज़ाना हज़ारों आदमी और वाहन उस सड़क से गुज़रते थे। राष्ट्रपति इस बहाने जनता की परेशानी और दुःख-दर्द को निकट से जान लेते।
Bedroom Window of the President of a big democratic country used to open
towards main road of the city,Everyday thousands of men and vehicles used pass
from that way.President of that big country used to assess the problems being
faced by general public by observing through that window.
राष्ट्रपति ने एक सुबह खिड़की का परदा हटाया। भयंकर सर्दी। आसमान से गिरते रुई के फाहे। दूर-दूर तक फैली सफ़ेद चादर। अचानक उन्हें दिखा कि बेंच पर एक आदमी बैठा है। ठंड से सिकुड़ कर गठरी सा होता हुआ
One fine morning President pushed aside the curtain of the widow
to have a look outside and suddenly he found a man sitting on the bench and was
shivering in biting cold.
राष्ट्रपति ने पीए को कहा -उस आदमी के बारे में जानकारी लो और उसकी ज़रूरत पूछो।
President asked his PA to enquire about that poor man and find
out what does he need.?
दो घंटे बाद पीए ने राष्ट्रपति को बताया - सर, वो एक भिखारी है। उसे ठंड से बचने के लिए एक अदद कंबल की ज़रूरत है।
After two hours PA told President that the man on the bench
outside is a beggar and he needs urgently a blanket to save himself from cold.
राष्ट्रपति ने कहा -ठीक है, उसे कंबल दे दो।
President said Ok then provide him the blanket.
अगली सुबह राष्ट्रपति ने खिड़की से पर्दा हटाया। उन्हें घोर हैरानी हुई। वो भिखारी अभी भी वहां जमा है। उसके पास ओढ़ने का कंबल अभी तक नहीं है।
Next morning president again put aside window curtain and found
that begger is still there and till now he had no blanket given to him.
राष्ट्रपति गुस्सा हुए और पीए से पूछा - यह क्या है? उस भिखारी को अभी तक कंबल क्यों नहीं दिया गया?
President got annoyed and asked his PA as to why till now no blanket was provided to the beggar.?
पीए ने कहा -मैंने आपका आदेश सेक्रेटरी होम को बढ़ा दिया था। मैं अभी देखता हूं कि आदेश का पालन क्यों नहीं हुआ।
PA told him that he informed Home Secretary and shall revert
after inquiring as to why he did not abide by your instructions.?
थोड़ी देर बाद सेक्रेटरी होम राष्ट्रपति के सामने पेश हुए और सफाई देते हुए बोले - सर, हमारे शहर में हज़ारों भिखारी हैं। अगर एक भिखारी को कंबल दिया तो शहर के बाकी भिखारियों को भी देना पड़ेगा और शायद पूरे मुल्क में भी। अगर न दिया तो आम आदमी और मीडिया हम पर भेदभाव का इल्ज़ाम लगायेगा।
After sometimes Home secretary appeared before the President and
clarified that Sir we have thousands of beggars in our country and in case we
provide blanket to only one beggar then general public and Media of the country
shall blame us for having biased attitude.
राष्ट्रपति को गुस्सा आया - तो फिर ऐसा क्या होना चाहिए कि उस ज़रूरतमंद भिखारी को कंबल मिल जाए।
The President got angry and asked as what should be done so that
poor beggar gets blanket.?
सेक्रेटरी होम ने सुझाव दिया -सर, ज़रूरतमंद तो हर भिखारी है। आपके नाम से एक 'कंबल ओढ़ाओ, भिखारी बचाओ' योजना शुरू की जाये। उसके अंतर्गत मुल्क के सारे भिखारियों को कंबल बांट दिया जाए।
Home Secretary suggested that as every beggar is needy fellow it
is better we start a scheme called ‘SAVE THE BEGGAR-GIVE BLANKET” and we
distribute blankets to all the beggars of the country under this popular
scheme.
राष्ट्रपति खुश हुए। अगली सुबह राष्ट्रपति ने खिड़की से परदा हटाया तो देखा कि वो भिखारी अभी तक बेंच पर बैठा है। राष्ट्रपति आग-बबूला हुए। सेक्रेटरी होम तलब हुए।उन्होंने स्पष्टीकरण दिया -सर, भिखारियों की गिनती की जा रही है ताकि उतने ही कंबल की खरीद हो सके।
The president was happy but when again he saw outside the window
next morning he found that beggar still sitting on the bench without
blanket.Now President got furious and summoned home secretary.Home Secretary
explained that Sir-we are counting the beggars so that we buy only those many
blankets.
राष्ट्रपति दांत पीस कर रह गए। अगली सुबह राष्ट्रपति को फिर वही भिखारी दिखा वहां। खून का घूंट पीकर रहे गए वो।
सेक्रेटरी होम की फ़ौरन पेशी हुई।

Next day President just drank his anger after seeing the beggar being still there without blanket and summoned home Secretary.
विनम्र सेक्रेटरी ने बताया -सर, ऑडिट ऑब्जेक्शन से बचने के लिए कंबल ख़रीद का शार्ट-टर्म कोटेशन डाला गया है। आज शाम तक कंबल ख़रीद हो जायेगी और रात में बांट भी दिए जाएंगे।
Home Secretary told politely that in order to avoid Audit
objection we have invited Short term Quotation and by evening we shall buy the
blankets and distribute within today night.
राष्ट्रपति ने कहा -यह आख़िरी चेतावनी है।
President gave him the last warning.
अगली सुबह राष्ट्रपति ने खिड़की पर से परदा हटाया तो देखा बेंच के इर्द-गिर्द भीड़ जमा है। राष्ट्रपति ने पीए को भेज कर पता लगाया।पीए ने लौट कर बताया -कंबल नहीं होने के कारण उस भिखारी की ठंड से मौत हो गयी है।
Next day The presedent after seeing outside found that lot of
people have gathered and he sent PA to enquire. PA after inquiry told the
President that beggar died of cold last night as he had no blanket.
गुस्से से लाल-पीले राष्ट्रपति ने फौरन से सेक्रेटरी होम को तलब किया।
The furious President Summoned Home Secretary.
सेक्रेटरी होम ने बड़े अदब से सफाई दी -सर, खरीद की कार्यवाही पूरी हो गई थी। आनन-फानन में हमने सारे कंबल बांट भी दिए। मगर अफ़सोस कंबल कम पड़ गये।राष्ट्रपति ने पैर पटके -आख़िर क्यों? मुझे अभी जवाब चाहिये।
Home secretary justified politely that Sir-entire purchase was
made and in a hurry we distributed all blankets but only small shortage of
blankets happened.President asked for the reason on the spot.
सेक्रेटरी होम ने नज़रें झुकाकर बोले: श्रीमान पहले हमने कम्बल अनुसूचित जाती ओर जनजाती के लोगो को दिया. फिर अल्पसंख्यक लोगो को. फिर ओ बी सी ... करके उसने अपनी बात उनके सामने रख दी. आख़िर में जब उस भिखारी का नंबर आया तो कंबल ख़त्म हो गए।
Home Secretary bowed his head and told president that we
distributed Blankets on priority basis first to Scheduled casts and Minorities
of the country and by the time turn of that particular beggar came there was
no blanket left for him.
राष्ट्रपति चिंघाड़े -आखिर में ही क्यों?
President Howled with anger and asked as to why his turn came in last???
सेक्रेटरी होम ने भोलेपन से कहा -सर, इसलिये कि उस भिखारी की जाती ऊँची थी और वह आरक्षण की श्रेणी में नही आता था, इसलिये उस को नही दे पाये ओर जब उसका नम्बर आया तो कम्बल ख़त्म हो गये.
Home Secretary innocently informed - because the beggar was from the upper cast and he was not under reserved category and that is the reason he in spite of being poor and needy could not be given any blanket.
नोट : वह बड़ा मुल्क भारत है जहाँ की योजनाएं इसी तरह चलती हैं और कहा जाता है कि भारत में सब समान हैं सबका बराबर का हक़ है।
Conclusion:-My India is big country and all the schemes are
run like above here, although it is called a secular state and all countrymen having
equal rights on the resources of the country.But the so called
secularists (Politicians managing Vote bank politics)–paid media Presstitutes exploiting
freedom of speech and freedom of Press–Minorities , Scheduled Casts having
reserved quotas on all the resources of the country are just fu..ing other
majority countrymen.Distribution of country resources are based on caste based and not on need based.
